Divinity manifests unequally

Divine is present in all, yet the expression of that Divinity varies based on the "vessel." This is a profound reflection on Shlok 18 of Chapter 5 of the Bhagavad Gita.
विद्याविनयसम्पन्ने ब्राह्मणे गवि हस्तिनि । शुनि चैव श्वपाके च पण्डिता: समदर्शिन: ॥ १८ ॥
"A dog, a learned Brahmin, a cow, and an outcast—the Supreme Soul resides in all of them. But does His light manifest equally in all? No, it does not. The expression of that Light depends entirely on the purity of their life and consciousness."

The "Light" vs. the "Vessel"
To address your point about the expression of light, consider the metaphor of electricity:

The Power (God): The electricity running through the wires is exactly the same everywhere.
The Appliance (The Living Being): * In a Zero-watt bulb (unrefined consciousness), the light is dim.
- In a High-voltage floodlight (the pure-hearted/wise), the light is brilliant.
- In a Heater (the passionate), the energy expresses as heat/anger.
The Lesson: The electricity isn't different; the "purity" and "capacity" of the appliance determine how much light we actually see.

The "Sun" vs. the "Receiver"
The Sun shines equally on a pile of garbage, a muddy pond, and a polished mirror. The Sun (The Divine) does not discriminate; its light is constant and universal.

In the mirror (The Pious/Learned), the sun’s reflection is brilliant and clear.
In the muddy pond (The Ignorant), the light is present but blurred.
On the garbage (The Inert), the light is absorbed and hidden.

The "Purity" Factor: As you rightly pointed out, the Pavitrata (purity) of the Antahkarana (inner conscience) acts like a lens. The cleaner the lens, the more "God-light" can pass through it into the world.

Spiritual Perspective for your "Conscience"
This philosophy helps us balance two difficult truths:

Equality: We must respect all beings (the dog, the cow, the staff member) because the "Source" inside them is the same.
Discernment: We must recognize that a "Vidya-Sampanna Brahmin" (a wise, disciplined person) is a better guide for our lives than a "Shwan" (dog/animalistic instincts) because the wise person has "cleaned their mirror" to let the light shine.
